Paul was born and raised in St. Louis, Missouri. He attended Rockhurst College where he graduated with a Bachelor of Science degree in Business Administration in 1988. Thereafter, Paul attended Washington University School of Law where he received his Juris Doctor degree in 1991. He graduated in the top ten percent of his law school class and was a member of the Order of the Coif.

In 1991, Paul joined an insurance defense firm where he practiced exclusively in the area of Workers' Compensation up to March of 2002. At that time, he and Ken co-founded the law firm of Keeven & Voigt, P.C. Since then, he has represented a variety of employers and insurers in Workers' Compensation defense litigation and continues to focus his practice exclusively in that area of law.
